i have patio chairs that have a dark brown varnish on them. the back rest is all faded and is now like a light cream color. i want to refinish them. do i need to take off all of the varnish on other areas first, if so how, and what do i use to re-finish them? is it easier to repaint instead? thank you!

I tried dusting it with a feather duster but it doesn’t get cleaned.

its a full circle, and the part that is supposed to be attached to the bag has wicker there, so how do i attach it to the fabric without covering up the wicker part that makes it look unique?
