Ok, first off “Hardwood” is a class of woods of which Red Oak would be a member. Whereas trees in the pine family are classed as “Softwood”, between hard and soft wood I think strength is self explanatory. Rattan is a palm like plant that is commonly used to weave into 1 similar to wicker furniture, as one could imagine, it would have to be rather flexible to be used in this fashion, but it also has a high degree of tensile strength. So “strength” of the wood is a relative term dependent upon how you plan to use the wood.
